世界文化遺產(chǎn)標準的變化過(guò)程

　　從1977年開(kāi)始文化標準被修改過(guò)多次:

　　1983, 1984, 1988, 1992, 1994, 1996, 1997

　　最新的為 2005

　　世界自然遺產(chǎn)標準的變化過(guò)程

　　SOUV第1部分：符合標準情況

　　應根據列入世界遺產(chǎn)名錄當時(shí)的標準進(jìn)行說(shuō)明。應采用最新的標準序號

　　例如，一個(gè)遺產(chǎn)地1994年因地質(zhì)價(jià)值列入名錄，當時(shí)應為N（i），現在是第8條標準。那么，這個(gè)遺產(chǎn)地應描述為符合第8條標準；但根據1994年N（i）的說(shuō)明進(jìn)行相應的價(jià)值描述。

　　be outstanding examples representing major stages of earth's history, including the record of life, significant on-going geological processes in the development of land forms, or significant geomorphic or physiographic features。

　　SOUV第2部分：真實(shí)性和完整性

　　1）真實(shí)性分析：

　　根據奈良憲章的內容，包括形狀色彩，設計，材料，工藝和技術(shù)，位置，環(huán)境，心理感受等

　　2）完整性分析：

　　包括與OUV相關(guān)的所有要素；

　　面積足夠大，使得地質(zhì)和生物生態(tài)演變過(guò)程得到持續；

　　OUV及其載體沒(méi)有受到威脅和人為干擾

　　這一部分闡述應基于遺產(chǎn)地現狀進(jìn)行分析，而不是列入遺產(chǎn)名錄時(shí)的狀態(tài)

　　SOUV的第3部分: 遺產(chǎn)地保護管理

　　有效管理系統的共通要素:

　　-利益相關(guān)者的理解和支持

　　-規劃，實(shí)施，監測，評估和反饋形成循環(huán)系統

　　-伙伴和利益相關(guān)者的參與

　　-資源的分配

　　-能力建設

　　-管理系統功能發(fā)揮的過(guò)程

　　這一部分應基于遺產(chǎn)地現狀進(jìn)行分析，而不是列入遺產(chǎn)名錄時(shí)的狀態(tài)

　　簡(jiǎn)介需要回答的5個(gè)問(wèn)題

　　What is the property?　　是什么

　　Where is the property situated?　　在哪里

　　What is the relevant historic period?　　與什么歷史時(shí)期有關(guān)

　　What are the values expressed through the criteria?　　價(jià)值是什么

　　What are the attributes?　　載體是什么

　　突出普遍價(jià)值回顧陳述的完備性檢查

　　1. the draft Statement has been submitted officially.

　　2. the draft Statement has been submitted in English or French;

　　3. the draft Statement has been submitted in electronic version, as a Word file.

　　4. the length of the draft Statement is appropriate. The should aim to be 1 or 2 A4 pages but can be longer.

　　5. the name of the property as provided in the draft Statement is the same as the name of the property as inscribed.

　　6. the area in hectares it corresponds to the area of the property as inscribed

　　1. all the components of a Statement of OUV are included

　　2. no new criteria have been added;

　　3. the criteria presented in the draft Statement are the same as those adopted by the World Heritage Committee

　　4. whenever a justification of the criteria was adopted by the World Heritage Committee at the time of the inscription, that text has not been modified in the draft Statement.

　　關(guān)鍵詞：官方提交，英語(yǔ)或法語(yǔ)，電子版word格式，1-2頁(yè)a4紙張長(cháng)度，名稱(chēng)和面積應與列入名錄時(shí)一致，四個(gè)部分應都包括，不能新增標準，應與委員會(huì )批準的一致，如果之前有委員會(huì )通過(guò)的價(jià)值陳述，就不能修改。
